Non custodial parent.receiving ssdi for.child

Is a non custodial parent allowed to use the child's soc sec.benefiits as child support directly to custodial parent?? (Parenting plan was never turned in as supposed to and has been lying to soc sec.about child's custody of the custodial parent)
